Options for bulk enabling Service Health alerts for the subscriptions in your organization using policy or script.
REMEMBER – Whatever approach you use start small. Target a few subscriptions, ensure its behaving as expected then expand application slowly.
For my script once confidence gained you could always automate its execution using Azure Function to update periodically for example.
